The Tennessee Valley Authority board approved a package on 20 August that creates a dedicated data-centre rate, adopts the recommendations of the 2026 Integrated Resource Plan guiding the region to 2040, and passes the FY2027 budget. The stated purpose of the rate change is to "protect residential and manufacturing customers from subsidizing the expenses associated with the significant growth of data center load in the Valley."

What the release contains

More than $13bn planned through FY29 to maintain reliability and expand capacity, including more than $1bn annually on the existing generation fleet and transmission system. Construction of 4,120 MW of new TVA-owned capacity, with a further 3,000 MW currently under evaluation. TVA also cites its recent signing of the Ratepayer Protection Pledge, a national initiative meant to ensure large power users cover the full cost of the energy and infrastructure they require.

What the common framing gets wrong

Nearly every account leads with a 10% increase for data centres. That figure does not appear in TVA's release at all — it came from officials speaking around the vote, and where it is described it is phased across three fiscal years rather than applied at once. Two further things get lost. First, a rate class is a cost-allocation mechanism, not a limit: it changes who pays, not how much load arrives. Second, the household-protection framing crowds out the fact that the same motion authorised the generation build-out — 4,120 MW of new capacity is the other half of a vote being reported as a consumer-protection measure.

The wider move

Utilities across the US are converging on the same instrument: a separate tariff class for very large computing loads, adopted under the banner of shielding households. TVA is among the largest public power providers to do it, which makes this a template other utilities will cite. Whether it works depends on figures not in this release — the actual tariff schedule, and how much of the new capacity is contracted to the loads that triggered it.
