Pony.ai and Uber announced an expanded partnership to put more than 2,000 Level 4 robotaxis on the road across five European cities, the largest robotaxi commitment announced for Europe to date.
Who does what
Pony.ai supplies the autonomous driving system and operational expertise. Uber supplies demand through its app. Local fleet partners run the vehicles day to day. It is the aggregator model rather than vertical ownership — the opposite of how Waymo has scaled in the United States, and considerably cheaper to replicate per city.
Where it starts
The anchor is Zagreb, where Pony.ai launched Europe's first commercial robotaxi service in March 2026 with Croatian operator Verne. That service is now coming to the Uber app for direct hailing. Four further European cities are covered by the agreement but were not named, and no timeline was given beyond "in phases."
The unstated part
A Chinese developer supplying the autonomy stack for thousands of vehicles on European streets arrives while EU regulators are tightening scrutiny of Chinese vehicle technology and connected-car data. Neither company addressed approvals, and city-by-city permitting is where European AV timelines have historically gone to die.
The economics claim
Pony.ai says it has reached city-wide breakeven unit economics in China's four tier-one cities. If that transfers, the constraint on European expansion is regulatory rather than financial — which is a different problem from the one that stalled the first robotaxi wave.
What to hold lightly
"More than 2,000" is a deployment target under a partnership, not an order. Until cities are named and permits are issued, the number describes intent.
