Amazon published the announcement at 18:36 UTC on 27 August: "Amazon Bedrock now supports the OpenAI GPT-5.6 models, Terra and Luna, in India, with India geographic cross-Region inference." The target buyer is named explicitly — "if you have local data processing requirements in India, including in financial services, healthcare, and the public sector." Both models carry a 1-million-token context window, accept text and image input and produce text.

The three sentences that do not agree

High on the page: "The processing never leaves the country." Shortly after: "Requests route only between ap-south-1 and ap-south-2. Your input prompts and output results might move between those two Regions." And further down: "Amazon Bedrock also offers global cross-Region inference and global inference profiles (prefixed global.) in India that route to supported commercial AWS Regions worldwide for maximum capacity… However, if your workload has local data processing requirements, use the India (prefixed in.) profiles instead, because they keep inference within the country."

What the common framing gets wrong

The headline claim is being read as a guarantee about the service. It is a guarantee about a configuration. Residency depends entirely on which model-ID string a developer types — in. or global. — from the same Mumbai and Hyderabad endpoints, and with the global profile "Amazon Bedrock then decides which destination Region serves the request." A compliance officer reading the absolute sentence gets an assurance the architecture does not make.

Second: zero data retention carries a named exception for exactly this model family. "Amazon Bedrock uses a zero data retention (ZDR) data security model… However, for certain models, including GPT-5.6, content flagged by the Amazon Bedrock automated abuse-detection classifiers is retained for offline abuse detection." The flagship model of a data-residency announcement is one of the models where retention can occur, and what trips the classifier is not disclosed.

Third, a smaller but contractual point: in-country is not in-Region. Data moves between ap-south-1 and ap-south-2, which satisfies a national residency rule but not a Region-pinning clause.

What is not said

The page never uses the words "generally available." It reads as live availability — "you can now use these OpenAI models at scale" — and is tagged Announcements. No prices are published; the post defers to the Bedrock pricing page.
